The Clinical Equipment Team Project Manager will oversee the individual National Equipment Catalog (NEC) contracts. These 500+ necessary contracts incorporate the majority of medical equipment needed by VHA facilities and purchased by every VHA facility individually. The Clinical Equipment Team Project Manager is an integral part in the implementation of new acquisition strategies designed to standardize enterprise equipment in support of national strategic acquisition plans.

Major duties and responsibilities:
Oversee and analyze detailed plans, objectives, and metrics for their acquisition projects.
Plan, implement, monitor, and determine the most appropriate path forward for effective and efficient equipment acquisition, requiring the application of advanced PM/organizational principles and the use of a wide range of qualitative and quantitative techniques.
Analyze, plan, and coordinate all phases of the acquisition life cycle to include definition, development, design, installation, training, operational support, sustainment, and modernization.
Contribute to the PEO and the Program Manager's mission by planning, directing, implementing, evaluating, and coordinating all functions and objectives.
Determine the goals of the project, estimation and scheduling and determining project milestones, to include all aspects of project/program management.
Manage, direct and coordinate all tasks relating to their specific projects through the different functions in the life cycle phases: plan, source, deliver, maintain, and return.
Provide good stewardship of available resources, resulting in providing clinicians with the most up-to-date equipment the industry has to offer, while providing the ability to forecast replacement needs.
Identify cost items that significantly impact the clinical care mission, building methodology and updating it with lessons teamed/industry best practices, implementing PM core competencies, and building a common set of experiences through internal/external training.
Evaluates management data, analyzes trends, identifies problem areas, and formulates proposals to ensure effective and efficient operations of the ECLM program logistics support.
Communicate and coordinate with the Program Manager, other related Project Managers, matrix support organizations, the user community and contractor partners in support of the project execution.

Physical Requirements: The work is sedentary in nature. There are no special physical requirements. The work is performed primarily in office areas or conference rooms and similar environments. However, it may require some traveling.
This recruitment is for four positions with the VHA Procurement and Logistics Office (PLO) Equipment Life Cycle Management (ELCM) located in Washington D.C or a location to be determined. This is not a remote position.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/05/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Serve as a project manager in overseeing major medical logistics, acquisition and inventory management programs.
Applied knowledge of federal logistics policies in aligning program controls to meet program objectives while within compliance and regulation of federal policies and laws.
Subject matter expert in strategic medical logistics and acquisition program management to brief senior leadership on management improvement initiatives and program objectives.
Applied negotiation skills in negotiating performance requirements with national stakeholders on agreements and acquisition plans.
Demonstrated problem-solving skills to make critical decisions and advise on actions that affect performance, program planning and outcomes, and major work efforts.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
