This position is located in the Medical Supply Program Office (MSPO) of the Veterans Health Administration (VHA) Procurement and Logistics Office (P&LO). The Program Manager provides leadership, oversight and expertise in the development, coordination, implementation and integration of enterprise-level expendable commodity- based requirements for approximately 1,400 VHA facilities. The program manager leads a team of approximately twelve (GS-12 through GS-14) federal employees.

Duties

The Program Manager plans, implements, monitors and evaluates complex programs requiring the application of advanced program management and organizational principles, supervise Program Controls Branch team and facilitates effective communication and coordination of the MSPV Program with stakeholders throughout the VA. The Program Manager supports all phases of the program's acquisition life cycle to include definition, development, design, integration, test and evaluation, scheduling, production, installation, training, operational support, sustainment, monitor/control, modernization, and disposal. The Program Manager assesses and plans for risk, identifies/resolves all program issues and monitors/reports progress. The Program Manager communicates and coordinates with other GS-15 program managers, matrix support organizations, user communities, senior leadership, other government agencies and contractor partners in support of program execution. Interaction with senior leadership is of particular importance since the program is a leading element of the supply chain management improvement project championed at the highest levels of the department, including briefings and consultation at the Principal Executive Director, VA Officer of Acquisition, Logistics and Construction, and the VHA Deputy Under Secretary for Health for Management levels. The Program Manager partners with other stakeholders to establish mission requirements and objectives, plans for accomplishment, progress reviews, and provides management guidance and advice for policy decisions. The Program Manager implements controls to assure program changes of cost, schedule, performance and quality reflect commitments to all stakeholders. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/19/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Preferred Experience: The incumbent provides expert knowledge in leadership, oversight, and expertise in developing, coordinating, implementing and integrating enterprise-level programs. You may qualify based on your experience and/or education as described below: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Expert experience implementing controls to assure program changes of cost, schedule, performance and quality reflect commitments to all stakeholders.. Mastery experience with communicating and coordinating with other GS-15 program managers, matrix support organizations, user communities, senior leadership, other government agencies and contractor partners in support of program execution. Expert experience serving as a team lead in the analysis and reporting of data from a variety of sources to produce reports, briefs on acquisition activities, and threat and risk assessments. Master level experience utilizing project managers, IPT leads and other subordinates to direct and oversee the work of subordinate organizations. Expert experience to plan work for subordinate organizations, set and adjusts short- term and/or long-term priorities and prepare overall plans for accomplishing project/program goals and/or objectives. Expert experience in prioritizing major work efforts and evaluating the performance of the team whereby giving advice, counsel, or instruction. Interviewing and selecting candidates for key positions, and recommending appointment, promotion or reassignment involving such positions. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary; The incumbent is responsible for providing guidance and supervision over work performed in subordinate units at the GS-14 level and below.
