The position directs the Current Operations segment of Operations, Planning and Readiness (OPR). OPR is part of VHA's Procurement and Logistics Office (P&LO), which standardizes health care supplies, equipment, and services by monitoring supply chain/logistics performance and identification of procurement opportunities.
Duties
Major duties include:
Implements the appropriate performance metrics and provides overall guidance for assigned programs.
Analyzes and evaluates all assigned programs and advises senior officials regarding the capabilities to accomplish objectives.
Oversees, guides, manages and integrates operations across the various components of the Current Operations, including planning/coordination with fiscal, acquisition, and administrative operations; and works with each Supervisory Supply Management Specialist in the Current Operations to develop regular updates on VAMC/VISN operational logistics and facility status.
Coordinates, collaborates, and liaises with VISN Chief Logistics Officers (VLC0s), VISN Deputy Network Directors (DNDs), and Facility Chief Supply Chain Officers (FCSCOs); as well as a variety of stakeholders, such as professional/administrative peers, suppliers, intermediaries, third-party service providers, and customers.
Oversees support provided to VAMC facilities that are either unable to achieve certain operational and logistical performance standards or are encountering issues related to operational and supply chain logistics.
Supports the development of procedures and practices covering multiple supply chain and logistical operations objectives.
Oversees the development and maintenance of a comprehensive logistics plan documenting the integration of all Current Operations logistics activities in support of planning and implementing the Current Operations mission of providing logistical support to VAMCs/VISNs.
Develops or modifies policies dealing with such matters as Current Operations logistics supply program management and organizational responsibilities.
Directs work through subordinate supervisors with delegated authority to direct employees and control work within their units.
Defines the general areas of work assignment and responsibility, assigns priorities, and reviews completed work for technical and procedural accuracy considering whether established deadlines are met.

This recruitment is for one position with the VHA Procurement and Logistics Office (PLO), Operations, Planning, and Readiness branch (OPR) located in Washington D.C or a location to be determined. This is not a remote position.
Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-14) in the normal line of progression for the occupation in the organization. To be found minimally qualified, your resume must clearly demonstrate that you possess at least three out of the five statements of specialized experience. Specialized experience is defined as: 1) Evaluates and monitors administrative product activities and makes substantive recommendations for program improvement; 2) Develops and/or recommends new or revised local directives, policies, and implements instructions to support the effective logistical operation at VAMCs/VISNs; 3) Supports the establishment of standardized supply chain and operational logistics processes that ensure proper use and allocation of resources across the enterprise; 4) Serves as an authoritative source of knowledge within Current Operations on a variety of supply chain and operational logistics issues; 5) Develops work improvement plans, recommending personnel actions as necessary.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily sedentary, however, some slight physical effort may be required.
