The individual works under the direction of the Executive Director (ED), VA Logistics Redesign (VALOR) and serves as Director of Technology. Provides day to day management of technology and training staff, including administrative and program management oversight of contract staff in the Technology Directorate. Serves in a board, advisory function, which may precipitate major decisions or changes in technology direction for VALOR. This position is designated as emergency essential.
Duties
Note: This may be a temporary promotion Not To Exceed (NTE) 120 days. In accordance with 5 CFR §335.102(f), the promotion NTE date may be extended up to five years to meet temporary needs of the organization. This position has the potential to become a permanent position without further competition at the request and/or needs of the service. The appointment to a Temporary position does not confer eligibility for promotion or reassignment to other positions or the ability to be non-competitively converted to permanent employment.
Supervises the project management process to support the activities associated with the proof of concept and future development of a program of record.
Oversees development of specifications, performance work statements, and quality assurance surveillance plans.
Responsible for the oversight of the technical development of the Government off-the-shelf (GOTS) enterprise solution and other technology requirements identified.
Ensures full compliance with VA policies regarding information security and personal privacy.
Performs the full range of administrative and technical duties.
Independently manages and monitors projects through to their conclusion.
Supervises the work of the VALOR Change Management Board.
Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work.
Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
Evaluates work performance of subordinates.
Coordinates the work of teams to ensure that day-to-day, week-to-week and long-term goals and objectives are met.
Adjusts team priorities, schedules, and/or work assignments as frequent and substantial changes in volume of work or the nature of the special tasking occurs.
Gives advice, counsel, or instruction to employees.
Work Schedule: 8:00am-4:30pm, Monday - Friday

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/21/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. In order to meet the minimum qualifications for this position, you must meet five of the following examples of specialized experience. Examples of specialized experience would typically include, but are not limited to: 1) Managing large-scale IT programs in the government or healthcare sector; 2) Managing and maintaining enterprise-level IT architecture, systems and networks including automated interfaces with other departments or agencies; 3) Monitoring and evaluating program performance with experience implementing relevant policies and performance standards for IT projects; 4) Training program development, including various instructional formats; 5) Supervising technical and administrative staff, including setting priorities evaluating performance, and proving guidance on work and administrative matters; 6) Providing high-level advisory services that influence major technology decisions, with the ability to recommend strategic IT and technology adoption plans; 7) Working with Government off-the-shelf (GOTS) enterprise solutions, particularly for logistics and supply chain management.
