This position is part of the Office of Fossil Energy and Carbon Management - National Energy Technology Laboratory, Department of Energy. As a Business Management Specialist, you will serve to develop the strategic direction for NETL programs and activities now and into the future.

- Incumbent will be required to obtain (and thereafter maintain) a Federal Acquisition Certification-Contracting Officer's Representative (FAC-COR) for this position.
- Position is Remote Restricted - incumbent must live within commuting distance (50-miles) of Albany, OR; or Pittsburgh, PA; or Morgantown, WV.
- Occasional travel may be required.
Qualifications
GS-13 - SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:
Create and maintain databases/spreadsheets that track Science & Technology (S&T) business/administrative data for reports to provide financial/cost analysis for program and program direction funding.
Serve as Contracting Officer's Representative (COR), Activity Contracting Officer's Representative (ACOR), Technical Project Monitor (TPM) or similar roles.
Conduct special projects in support of strategic planning, program planning and evaluation and/or strategic planning.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as having a score of 85 or better.
