This position is part of the Office of Fossil Energy and Carbon Management - National Energy Technology Laboratory, Department of Energy. As a Supervisory Research and Development Business Specialist, you will serve as supervisor over the Business Management and Agreements Team and chief point of contact for business management and agreements support, financial management, business systems, metrics reporting, and other business functions for Research and Innovation Center (RIC).

Duties

As a Supervisory Research and Development Business Specialist, you will: Serve as chief point of contact and the primary advocate for agreements, financial management, business systems, metrics reporting, and other business functions for Research and Innovation Center (RIC) Identify, develop, and implement opportunities for improving related processes, tools, and methods. Serve as Supervisor, directing and maintaining oversight of staff that have responsibility for various business functions in direct support of research projects. Explore and develop new opportunities and initiatives for cooperation between RIC and other National Energy Technology Laboratory (NETL) centers. Develop subordinates by providing opportunities for them to increase technical and management knowledge and capability, self-confidence, and self-motivation. Provide advisory to managers for strategic analyses and opportunities that pest promote short and long-term efforts and initiative for Research and Innovations.

• First time supervisors will be required to serve a 1-year probationary period.
• New supervisors are required to complete 80 hours of supervisory training of which 40 hours must be completed during your first year as a supervisor.
• A preliminary background check must be completed before a new employee can begin work. Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-14 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following: Providing advice, guidance, and recommendations on research and innovation in areas such as business systems, metrics reporting, business support agreements, financial management, and business functions. Managing projects by providing direction and guidance, setting priorities, evaluating work results, mentoring, and/or making decision that capitalized on best practices for short and long-term efforts and initiatives. Providing oversight of business functions in support of research and innovation that including planning, development, implementation, technical, and administrative oversight. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
