You will serve as a Supervisory Program Analysis Officer in the Executive Directorate of NAVAL RESEARCH LABORATORY.
Duties
You will supervise the employees within the Office of Program Administration and Policy Development responsible for management and execution involving key lab-wide functional areas.
You will perform a broad range of tasks intended to improve the management of NRL's programs and their coordination with those managed by other organizations.
You will be considered an expert in monitoring, researching, de-conflicting information, and providing background information on complex technical and policy matters that come under the purview of the DOR.
You will represent NRL, on ONR, Navy, tri-Service and/or DoD-wide coordination matters.
You will provide managerial, technical, and administrative support to the Commanding Officer, Executive Officer, and the Director of Research.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- MSP/PPP applicants must currently hold the required security clearance.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position is considered Key/Non-Combat Essential. You will be required to provide immediate and continuing support of the expeditionary requirements in other than combat or combat support situations.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- This position may require travel from normal duty station to CONUS. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band (NO-04) in the federal service or equivalent experience in the private or public sector in order to perform the duties of a Program Analysis Officer. Specialized experience must include some or all of the following: 1) Demonstrating the ability to supervise personnel, elicit their support and cooperation, evaluate their performance, and satisfy EEO requirements; 2) Exhibiting knowledge of a wide range of concepts. principles, and practices applicable to research program management, DoD/DoN organizational relationships, research funding procedures, and research reporting procedures; 3) Working with business principles and theories of accounting as applied to budget development and control, specifically related to budgets based on revolving fund concepts; and 4) Analyzing and proposing solutions to complex management problems.
