You will serve as a Program Analyst in the Executive Directorate of NAVAL RESEARCH LABORATORY.

Duties

You will provide managerial, financial, and administrative support involving the planning, development, and execution of administrative tasks essential to the organization. You will coordinate with research and support division personnel. You will be responsible for administering NRL's portion of complex scientific and research programs. You will review research proposals to validate internal and external policy and guidance. You will provide support as needed to other areas of the intramural and external science and technology programs managed within the Program Administration Staff Office.

Requirements

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is considered Key/Non-Combat Essential. You will be required to provide immediate and continuing support of the expeditionary requirements in other than combat or combat support situations.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-5/10) or pay band (NO-02) in the federal service or equivalent experience in the private or public sector performing some or all of the following duties: 1) Reviewing, analyzing and recommending adjustments to the budget; 2) Providing budget guidance to managers and their staff when planning, formulating or estimating funding requirements; 3) Providing support of contracts and contract management. 4) Preparing statistical data and reports to brief managers and customers. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related

or

A combination of experience and education
