You will serve as a Program Analyst in the Executive Directorate of NAVAL RESEARCH LABORATORY.

Duties

You will provide managerial, financial, and administrative support involving the planning, development, and execution of administrative tasks essential to the organization. You will coordinate with research and support division personnel. You will be responsible for administering NRL's portion of complex scientific and research programs. This includes a fundamental understanding of how NRL assigns unique identifiers to research programs. You will review research proposals to validate internal and external policy and guidance. You will manage web-based external research application portals to include assigning proper roles to NRL stakeholders and assisting with submissions of proposals.

  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • This position is considered Key/Non-Combat Essential. You will be required to provide immediate and continuing support of the expeditionary requirements in other than combat or combat support situations.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-5/10) or pay band (NO-02) in the federal service or equivalent experience in the private or public sector performing some or all of the following duties: 1) Reviewing, analyzing and recommending adjustments to the budget; 2) Providing budget guidance to managers and their staff when planning, formulating or estimating funding requirements; 3) Overseeing the administrative requirements of a research program utilizing demonstrated understanding of required documentation; 4) Preparing statistical data and reports to brief managers and customers. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related

or

A combination of experience and education
