Duties

As a Lead Human Resources Specialist in the Operations Branch, incumbent assists the Branch Chief and the Associate Director for Human Resources Operations and Policy (HROP) in the implementation of Human Resources (HR) policy and operations specifically with regard to staffing, classification, placement and pay programs for GG, senior level, and/or executive positions. Provides supervision, technical direction, and guidance to team members engaged in HR operational work.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.  The ideal candidate will be able to demonstrate the following: -Expert knowledge in the application of a wide variety of Federal and agency human resources regulations, policies, practices, and procedures in the areas of staffing and placement. -Expert knowledge in the application of a wide variety of Federal and agency human resources regulations, policies, practices, and procedures in the areas of position management and classification. -Ability to solve complex human resources, challenges, and problems by conducting research, interpretation, and analyses of applicable laws, regulations, and policies.  Resolves problems by developing recommendations and proposing innovative solutions. -Ability to communicate (both orally and in writing) complex and technical human resources issues in a clear, concise, and logical manner to all levels within or outside an organization (i.e., employees, managers, and agency senior leadership). Examples may include:  writing standard operating procedures or other instructions, writing reports to the Office of Personnel Management, writing classification evaluation statements, informal or formal presentations to audiences of different sizes and levels. -Ability to lead a team engaged in HR Operational functions. -Skill in utilizing human resources information systems and software applications (e.g., automated hiring systems and assessment tools, Electronical Official Personnel Folder (eOPF), and automated on-boarding systems, personnel action processing systems, electronic SF-52 systems, personnel reporting systems (staffing plans, FTE reports, recruitment tracking systems), etc.) SPECIALIZED EXPERIENCE is defined as experience which provided expert knowledge in the Federal human resources operational areas of: 1) staffing and placement; and 2)processing personnel actions.  This experience must demonstrate a thorough knowledge of applicable Federal human resources regulations, policies, practices, and procedures. To ensure compliance with an applicable preliminary nationwide injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, the NRC will take no action to implement or enforce the COVID19 vaccination requirement pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees. The NRC will request information regarding the vaccination status of selected applicants for the purposes of implementing other workplace safety protocols, such as protocols related to masking, physical distancing, testing, travel, and quarantine. You must meet the qualifications for this position by no later than 30 calendar days after the closing date of this announcement and before placement in the position.
