This position is located in the Health Resources and Services Administration, Office of Operations, Office of Human Resources, Division of Workforce Relations. The duty location for this position is in Rockville, MD and is not eligible for remote work.

Duties
This position will be filled as a competitive temporary appointment not to exceed 1 year. The appointment may be extended or may be made permanent without further competition. This is a supervisory position, and the selectee may be required to serve a one-year supervisory probationary period.
As a Supervisory HR Specialist within the Division of Workforce Relations (DWR) you are responsible for the management of HRSA's compensation, benefits, and employee services programs.
Your major duties and responsibilities include:
Providing day-to-day supervision and direction, assigning performance ratings, recommending awards, taking disciplinary actions, and ensuring that employees receive proper formal and informal training.
Analyzing, interpreting, developing, and implementing policies, laws, regulations, and guidance involving compensation and benefits administration, and advising management.
Acting as Agency liaison to and representing the Agency before the Office of Personnel Management (OPM) and other organizations within and outside the Agency, etc.
Providing expert advice, guidance, and counsel to managers, employees, former employees, annuitants, beneficiaries, survivors, and eligible family members regarding complex matters in benefits, retirement, group life insurance, health benefits programs, etc.
Providing and presenting timely information in a clear, concise, and professional manner.
Ensuring that information is technically correct and providing complete information on which to base a decision.
Evaluating guidance from OPM, HHS, to determine applicability to HRSA programs.

Requirements
- U. S. Citizenship is required.
- HRSA Federal applicants must submit an SF-50 to show status and time-in-grade. Must meet Time-in-Grade by the closing date of this announcement.
- Males ages 18 through 25 must be registered with the Selective Service.
- PHS Commissioned Corps applicants must submit current personnel orders.
- A one year supervisory probationary period may be required.
- Employment is subject to the successful completion of the pre-appointment process (i.e., background investigation, verification of qualifications and job requirements, completion of onboarding forms, submission of required documents, etc.)

QUALIFICATIONS REQUIREMENTS:
MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
In order to qualify for this GS-15 position, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-14 level in the federal service.
Examples of minimum qualifying specialized experience equal to the GS-14 level include performing the following types of tasks on a regular and recurring basis:
Providing strategic technical and administrative advice and guidance on complex employee benefits, retirement, or compensation matters that impact employees.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
