This position is located in the Office of the Chief Human Resources Officer (OCHCO), Associate Director for Human Resources Operations & Policy (ADHROP), Policy, Labor & Employee Relations Branch (PLERB). The supervisor is Rich Revzan.  This  position is Non Bargaining Unit. This position IS subject to Confidential Financial Disclosure reporting requirements. This position IS  subject to security ownership restriction reporting requirements.

The successful candidate will perform the full range of Branch Chief duties.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.  The ideal candidate will be able to demonstrate the following:1. Expert knowledge in the application of a wide variety of Federal and agency human resources regulations, policies, practices, and procedures to perform a variety of assignments in two or more of the following areas: 1) staffing and placement; 2) position management and classification; 3) benefits administration; and 4.) employee and labor relations. 2.Demonstrated ability to provide leadership and guidance to meet competing priorities without compromising timeliness, efficiency and effectiveness of customer service and the quality of work products in the human capital program.  (EXAMPLE:  Discuss your specific training, education, and skills, and provide specific examples of assignments which demonstrate your ability to executive human capital related activities.  Include experience assigning/delegating tasks, and matching assignments with the appropriate skills of personnel; establishing methods for evaluating work products or deliverables; resolving conflict and complex problems; implementing change management, mentoring staff, and providing oversight, guidance, and direction to human resources professionals. Describe specific work experience, training, and developmental assignments that demonstrate your ability to lead a team and meet competing priorities. Describe specific situations that required you to work under stressful or adverse conditions (competing priorities, tight schedules, deadlines, etc.)3. Ability to communicate (both orally and in writing) complex and technical human resources issues in a clear, concise, and logical manner to all levels within or outside an organization (i.e., employees, managers, and agency senior leadership).  (Examples may include writing standard operating procedures or other instructions, writing reports to the Office of Personnel Management, writing classification evaluation statements, informal or formal presentations to audiences of different sizes and levels.) 4. Ability to solve complex human resources challenges and problems by conducting research, interpretation, and analyses of applicable laws, regulations, and polices.  Resolves problems by developing recommendations and proposing innovative solutions.   (Examples may include the resolution of a variety of human resources management issues in the areas of merit staffing, position management and classification, pay setting, employee benefits and employee and labor relations.)SPECIALIZED EXPERIENCE is defined as:  Expert experience in the development and implementation of agency human capital policies with knowledge in multiple disciplines such as recruitment and staffing, excepted service and various hiring flexibilities, position management/classification, workforce planning, or benefits. Must also have experience in managing complex employee relations/labor relations issues and union negotiations.
