This position is located in the Health Resources and Services Administration, Office of Operations, Office of Human Resources, Division of Workforce Relations. Duties

As a Supervisory Human Resources Specialist, you serve as the Division Director for the Employee Benefits and Performance Management, Labor and Employee Relations, and Ethics Teams. Your major duties and responsibilities include: Directing, administering, and managing program efforts and work of Labor Relations (LR) and Employee Relations (ER) Specialists within HRSA. Serving as the senior HR advisor in support of the HRSA to develop and implement short/long range planning objectives to set the strategic direction and framework for the LR and ER programs to ensure policies support the agency's strategic goals. Advising HRSA executives and leadership on highly complex and sensitive challenges/issues related to conduct and performance, labor relations and other related issues such as employee standards of conduct and suitability that may impact overall HR policy. Keeping abreast of trends and changes in labor relations and employee relations policies and case law and performance management concepts and other programs. Communicating changes to management and subordinate staff. Serving as agency advocate at select third party proceedings and as senior advisor on labor and employee relations for other assigned agency advocates. Requirements

  • U. S. Citizenship is required.
  • All qualifications and time-in-grade requirements must be met by the closing date of the announcement. Federal applicants must submit an SF-50 to show status and time-in-grade.
  • Males ages 18 through 25 must be registered with the Selective Service.
  • PHS Commissioned Corps applicants must submit current personnel orders.
  • A one year supervisory probationary period may be required.

Qualifications

To qualify for this position at the GS-15 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying experience comparable in difficulty and responsibility to at least the GS-14 level in the federal service. MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. Examples of minimum qualifying specialized experience equal to the GS-14 level include performing the following types of tasks on a regular and recurring basis: Planning, developing, managing, advising, and evaluating federal employee relations programs as the principal advisor to higher level management officials. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. EMPLOYEE RELATIONS/LABOR RELATIONS - Understands and demonstrated knowledge of laws, rules, regulations, case law, principles, and practices related to employee conduct, performance, and dispute resolution as well as practices related to negotiating and administering labor agreements. FEDERAL HUMAN RESOURCES COUNSEL - Applies knowledge of federal human resource policies and procedures to advise and assist managers in staffing, position management, benefits and payroll, employee retention and employee relations. TECHNICAL WRITING - Prepares written documentation to transfer technical information about concepts, situations, products, services, or results to audiences with varying levels of technical knowledge.
