About the Position: This position is located with the Army Sustainment Command, G8/Deputy Chief of Staff for Resource Management, Manpower Division, Rock Island Arsenal, IL
Duties
Serves as the command proponent/technical authority for a full range of manpower management/manpower resource planning functions.
Develops and issues civilian and military manpower program budget guidance to all command elements.
Initiates the scheduling and conduct of special studies, surveys, and projects on establishment, re-designation, consolidations, realignments or transfers of mission/functions between major Army commands.
Prioritizes assignments for subordinates based on fluctuations in workload.
Develops and provides command policy and procedures for organization management and manpower documentation management.
Manages civilian and military position allocations.
Directs the development of Command-unique regulations and guidance related to Army manpower management programs.
Develops organizational structures and functional alignments that optimize manpower management in accordance with ASC strategic long-range plan/business plans.
Works with command/agency level staff personnel in the development of overall goals and objectives for assigned staff functions.
Advises senior Command staff members on manpower and force management programs for all appropriations.
Responsible for necessary planning, directing, controlling and exercising operational supervision for fulfillment of mission objectives.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Tier 3 Secret Security Clearance.
- Temporary duty travel of 20% may be required.

Specialized Experience: One year of specialized experience which includes: conducting manpower surveys and/or manpower requirements determination projects to ensure implementation of effective and efficient use of manpower resources; providing oversight in the development, review and maintenance of manpower documentation; evaluating existing directives, policies, and procedures related to the total program mission, organization functional alignment and manpower requirements; delegating the distribution and balance of workload, training or arrangement for needed training, advising on work methods/procedures, and ensuring work is completed timely. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
