This position is part of the Organization of the Joint Chiefs of Staff. The incumbent will be responsible for serving as the security officer/manager responsible for establishing, managing, and maintaining the Chairman of the Joint Chiefs of Staff Nuclear Command and Control Security Program. This is the only security officer for the J-3/J-36.
Duties
As a SECURITY OFFICER at the GS-0080-14 some of your typical work assignments may include:
Interpreting the intent of legislation, regulations, policies, plans, processes, procedures, concepts, methods, and systems of the basic functions of personnel security, physical security, industrial security, and information security.
Applying technical authority specialized knowledge, skills, and abilities in nuclear command and control physical security; and
oversee the establishment, implementation, evaluation, and compliance of Component-level policies, plans, processes, and procedures required to implement departmental security requirements for designated facilities under Chairman of the Joint Chiefs of Staff cognizance that can make and transmit a nuclear control order as part of the U.S. Nuclear Command and Control System.
Designing, maintaining, and administering policies, procedures, and other controls designed to prevent unauthorized access to Nuclear Command and Control Extremely Sensitive Information.
Chair the National Military Command Center Security Working Group to inform senior leader resourcing and other decisions with security-related technical advice.
Operating security clearance systems of record, as authorized.
Serving as the J-36 Government Special Access Program Security Officer as described in departmental and agency policies.
Requirements
- This is a Mission-Critical Position. Incumbent is subject to recall outside normal duty hours, may require evenings, weekends, holidays, and/or overtime. Incumbent must be exempt from National Guard and Reserve mobilization and deployments.
- Incumbent may be required to use protective clothing or gear such as masks, gowns, coats, boots, goggles, gloves, or shields. Strict adherence to the instructions of safety personnel and aircrew members to prevent loss of life or limb.
- Travel on military fixed- or rotary-wing aircraft will expose the incumbent to hazardous, uncomfortable conditions that require special safety precautions.

Qualifications
You may qualify at the GS-14, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
Interpreting the intent of legislation, regulations, policies, plans and processes of personnel security, physical security, industrial security and information security.
Knowledge of Defense Manpower Management and Defense Personnel Management in validating response to threats and range of emergency situations.
Leading organizational meetings and exercises authorities as senior security representative.
Managing security requirements spanning multiple Department of Defense and other agencies, while maintaining complex relationships that enable a heightened security posture with minimal disruption.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
