Duties

This position is located within the Department of the Interior, Office of the Secretary, Office of the Assistant Secretary-Policy, Management and Budget (PMB), Office of Environmental Policy and Compliance (OEPC), Environmental Response and Recovery (ERR) Division and is located in Washington, DC. At the full performance level (GS-15) the major duties of this position include, but are not limited to the following: 1. Serves as the Environmental Response and Recovery Division Chief to provide national leadership in interagency environmental efforts especially as related to oil and hazardous substances incident response and Departmental policy on natural resource damage assessment. 2. Designs, analyzes, evaluates and recommends courses of action, develops policies and other guidance covering natural resource damage assessment and related matters. 3. Develops and provide advice and guidance and coordinates with senior management officials, technical specialists and experts both within and outside the Department in obtaining the necessary information, developing chains of communication and/or working out solutions regarding highly complex and critically sensitive issues, particularly those related to pollution control, assessment of damages to natural resources, as well as the Department's response to releases of oil and hazardous substances. 4. Represents the Department in a variety of forums, panels, task forces, workshops, etc., seeking sources of information and policy expertise, and identifying and analyzing and resolving Department and interagency policy and coordination issues with other governmental, State and private interests. 5. Functions as principal advisor to and collaborator with the Director on environmental response and recovery responsibilities, assessments. May assume the Director's duties during their absence. 6. Supervises staff which may be assigned and/or detailed from time to time to assist in specific tasks or projects. OS has determined that the duties of this position are suitable for telework and incumbent may be allowed to telework with supervisory approval. Driver's License required to attend meetings at locations other than regular duty location as well as temporary duty (TDY) travel to get in/around TDY locations for meetings/trainings/site visits. Occasional weekend work required to respond to emergencies such as oil/hazardous substances spills or environmental response to disasters. Salary Information Salary Range Information GS-15 Washington DC: $163,964-$191,900 (Per Annum). *First time hires to the federal government typically start at the beginning salary in the range for their respective grade level. This vacancy may be used to fill additional positions as vacancies become available.

Minimum Qualification Requirements: To qualify for this position you must meet the (1)Specialized Experience for the series to which you are applying. (1) Specialized Experience To qualify for the GS-15, you must possess at least one full year of specialized experience equivalent to the GS-14 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1. Developing, implementing and interpreting Federal environmental laws, regulations, policies, procedures, and guidelines for incident preparedness, response and recovery; and disaster response and recovery. 2. Collaborating and leading resolution with staff and management on environmental issues and policy development, advising senior level officials on technical and/or policy guidance pertaining to environmental issues, including those related to spill preparedness and response and disaster response and recovery. AND 3. Developing, managing, and balancing program budgets, documents, and schedules. Must meet all.
