The incumbent is responsible for assisting the Supervisory Transportation Assistant in overseeing the daily activities of clerical staff who perform in a team-oriented, professional environment to develop new models of care that emphasize prevention and promote the coordination, continuity and integration of care.

Duties

Major duties may include but are not limited to: Distribute and balance the workload among employees in accordance with established workflow or job specialization, assure timely accomplishment of the assigned workload, and assure that each employee has enough work to keep busy. Keep in touch with the status and progress of work, and make day-to-day adjustments in accordance with established priorities, obtaining assistance from the supervisor on problems that may arise, such as backlogs which cannot be disposed of promptly. Instruct employees in specific tasks and job techniques and make available written instructions, reference materials and supplies. Maintain a current knowledge and answer questions of other employees on procedures, policies, directives, etc. and obtain needed information or decisions from supervisor on problems that come up. Ensure the Beneficiary Travel office staff provide transportation at Government expense to beneficiaries and their attendants traveling to and from VA facilities and other places for examination, treatment, or care. Share the responsibility with the Supervisory Transportation Assistant for all beneficiary travel duties to include determining method of payment of authorized and unauthorized ambulance claims submitted for consideration. Responsible for the processing of Veteran claims reimbursements utilizing BTSSS which provides a more veteran-focused experience for beneficiary travel reimbursements, allowing claimants to submit and track travel claims at their convenience. Process Veteran claims reimbursements via paper submission and work towards increase efficiency and accuracy in claims processing, provide letters to noncompliant claims that include rejections codes. Reviews requests for reimbursement of travel costs for assuring compliance with regulations and procedures, completeness, accuracy, internal consistency, and agreement with basic authorization. The employee will have regular and recurring contact with personnel external to the agency for the obtainment of services, sharing of information and authorization, clarification, or denial of payment. Works closely with the Supervisor, keeping channels of communication open on a daily basis. Performs other related duties as assigned. Work Schedule: 8:30 am - 5:00 pm; Monday to Friday Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet the Time-in-Grade and Specialized Experience requirements within 30 days of the closing date of this announcement, 12/02/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: assist Veterans, Healthcare workers, and Caregivers with transportation needs such as scheduling passengers, assigning vehicles, and coordination of transport; inputs demographic and medical information; reviews reimbursement of travel costs for compliance with regulations and procedures, completeness, accuracy, internal consistency, and agreement with basic authorization; knowledge of computerized timekeeping software programs and timekeeping regulations, records management requirements including appropriate filing and organization techniques, and purchase card rules and regulations; recommends or acts on a case-by-case basis for issues relating to vehicle type needed, maintenance and repairs, accidents, turn-in of vehicles, and new vehicle needs and communicating effectively with various individuals. Note: Experience must be fully documented on your resume and must include job title, duties, month & year starting and year ending dates AND hours worked per week. You will be rated on the following Competencies for this position: Computer SkillsCustomer ServiceDecision Making Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work requires no special physical demands, but will require some physical effort such as standing, walking, bending or sitting.
