Duties
You will analyze past and current Employee Relations functional data and proposes strategies to address and improve areas of responsibility.
You will research and analyze administrative case law to develop defensible solutions to problems that are less well defined and where precedential cases and guidelines are not always directly applicable.
You will advise leaders on establishing performance plans, developing critical elements, evaluating employees during the appraisal process; and addressing employee performance issues.
You will provide management advisory services in coaching, counseling, and recognizing top performers and taking appropriate actions on performance issues.
You will develop and conduct initial/refresher training sessions covering a variety of Employee Relations topics for both employees and supervisors across the enterprise.
You will assist in audits, assessments and assist visits, as required, providing requested documentation and data, responding to inquiries, providing administrative support as necessary and taking corrective action as required.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing advise to leadership regarding the full range of employee relations functions (e.g., awards and recognition, disciplinary and performance-based actions, administrative grievances, leave administration, unemployment compensation, workers injury compensation, performance management, quality of work life/telework, Civilian Employee Assistance Program (CEAP), transportation subsidies, and hours of work); and interpreting facts and evidence, and/or identifying aggravating and mitigating factors relevant to disciplinary actions.
GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: assisting in addressing appropriate actions regarding employee performance issues; and providing advisory services in evaluating employees during the appraisal process (e.g. coaching, counseling, and recognizing top performers).
GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing advice to leadership on appropriate referrals of employees to an organizations employee assistance program; and providing operations employees with general employee relations information.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
GS-11:Successful completion of a Ph.D. or equivalent doctoral degree
or
Successful completion of three full years of progressively higher level graduate education leading to such a degree
or
Possession of a LL.M., if related
or
A combination of experience and graduate education as described above that equates to one year of experience
GS-09:Successful completion of a master's or equivalent graduate degree
or
Successful completion of two full years of progressively higher level graduate education leading to such a degree
or
Possession of a LL.B. or J.D., if related
or
A combination of experience and graduate education as described above that equates to one year of experience
