This position is located in the Service Center Operations Directorate.
As an Supervisory Project Portfolio Manager, you will perform many duties to support directorate leadership including advisory services for Labor Employee Relations/Employee Relations, communications, drafting policies, managing a variety of projects that have significant impact on the directorate.
Duties
Responsible for implementing and overseeing portfolio management operations to optimize efficiency within the Service Center Operations Directorate.
Plans work to be accomplished by subordinate staff, sets and adjusts short-term priorities, and prepares schedules for the completion of work.
Manages administrative programs, activities and/or resources within a Service Center Operations Directorate portfolio.
Develop and deliver oral and written briefings, talking papers, and communications for senior leadership to address complex issues that may impact critical decisions.
Evaluate a variety of policies, procedures, legal precedents and regulations to identify and ensure compliance, identify gaps, and process improvements across the organization where established techniques are frequently inadequate.
Conducts negotiations and/or act as liaison on complex, sensitive work-related subjects with both internal and externals
groups.
Provide direction, consultation, advice, and support to leadership regarding employee relations, labor
relations, union contract interpretation, disputes, and other labor relations processes.
Serve as a consultant and principal advisor to senior leadership providing guidance on an array of complex, sensitive and critical issues.
Qualifications
The qualifications for this position must be met by 11:59 PM (Eastern Time) on 12/02/2024.
Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 12/02/2024.
GS-15: You qualify at the GS-15 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-14 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
Analyze and evaluate data to provide advice and recommendations to senior leadership for the solution of a wide variety of administrative, operational, or programmatic problems that may be complex, critical, and sensitive in nature.
Research and evaluate administrative and management programs and policies to identify gaps and recommend process improvements.
Respond to high level inquiries utilizing and interpreting relevant laws, policies, regulations, and legal precedents applicable to a variety of management programs, processes, and initiatives.
Leading a team or group on the negotiation and implementation of new processes, programs or policies;
Advise senior leadership on appropriate disciplinary or other corrective techniques to respond to a range of conduct and performance problems;
Coordinate effective communication of agency-wide and large-scale operational labor agreements to managers and supervisors at all levels of the directorate;
Tailor written and oral communication, presentations and policies that are appropriate for the intended audience.
