This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position will perform various budget functions involving the formulation, justification, and/or execution of budgets for organizations, programs, or projects.
Relocation incentive MAY be authorized by IAW agency policy.
Duties
Responsible for the Headquarters Department of Army (HQDA), Deputy Chief of Staff G-9, Family Advocacy Program (FAP) budget.
Recommend reprogramming actions or alternative funding methods when required to meet agency short- or long-term goals.
Provide management with financial information such as: financial reports and trend analyses.
Analyze headquarters’ program and budgetary guidance.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance.
- Position may require temporary duty (TDY) business travel approximately 25% of the time.
- This position requires a Financial Management Level 3 certification within two years of employment.

Specialized Experience: One year of specialized experience in the Federal service which includes assisting with developing command budget policies; analyzing the budgetary impact of new or revised legislation, policies, and/or procedures; and serving as a financial consultant to management on issues such as: budgeting strategies, use of financial management products, resource distribution, program priorities, financial forecasts, and/or development of long-range financial plans. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
