About the Position: You will be planning, preparing, and monitoring the formulation and budget execution for budget administration and preparation of requirement packages. This role will directly advise the Project Manager Integrated Personnel and Pay System - Army (IPPS-A) portfolio on contracting strategies to implement a modernized approaches to contracting for software development using agile processes.
Duties
Plans, prepares, and monitors the formulation, presentation, and execution of the programs’ annual operating budget and out-year budgets and requirements in support of the President’s Budget (PB) and Program Objective Memorandum (POM) processes.
Monitors over funding execution matters to assure successful attainment of project objectives.
Utilizes data in enterprise resource planning (ERP) systems; Planning, Programming, Budgeting, and Execution System (PPBES) and General Fund Enterprise Business Systems (GFEBS) to develop alternative sources of funding.
Performs in-depth analysis of PB and POM requirements, considering unforeseen factors in development and production; shifts in project direction; to identify, analyze, and conceptualize budgetary problems.
Prepares documents needed to process budget estimates, supplemental appropriations, reprogramming apportionments, and allotments from higher headquarters needed to finance new programs or program changes brought about by legislative action.
Develops and carries out written and oral strategies for presenting budgets covering alternative courses of action to the Director and other headquarters officials.
Requirements
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position requires submission of a Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- Practitioner (formerly Level II) certification in Business - Financial Management (K) or must be able to obtain certification within 60 months of appointment.
- This position requires Financial Management Certification Level 2 within 24 months of entrance on duty.
- Up to 10% travel on business

Specialized Experience: In order to qualify for this position your resume must describe one year of specialized experience equivalent to the NH-02 (GS-11 or equivalent) grade level in the Federal service which includes: 1) Performing duties to plan, analyze, formulate, justify, present, execute, and review one-year and multi-year budget for a program.; 2) Analyzing reports to identify errors and develop detailed program or financial plans; 3) Providing input on an organization's operating budget, financed/unfinanced requirements, mid-year review, execution review, or year-end closeout; AND 4) Participating in all budget phases to include formulation, justification, presentation, and execution for an organization.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-2/GS-11.
