The Supervisory Supply Systems Analyst is a Project Manager for VA Logistics Redesign (VALOR) Program Management Office and serves under the functional authority to the Secretary, the Under Secretary for Health, Deputy Under Secretary for Health (USH), and Assistant Under Secretary for Health (AUSH) for Support Services, for the VALOR Program and related matters and issues related to logistics modernization, supply chain, including national deployment of a major information system.
Duties
Note: In accordance with 5 CFR §335.102(f), the promotion NTE date may be extended up to five years to meet temporary needs of the organization. This position has the potential to become a permanent position without further competition at the request and/or needs of the service. The appointment to a Temporary position does not confer eligibility for promotion or reassignment to other positions or the ability to be non-competitively converted to permanent employment.
Represent the VALOR program and other VA senior leaders on logistic supply chain modernization related matters to Defense Health Agency (DHA) and external stakeholders to include task forces and committees.
Assist with the development and support partnerships to address supply chain challenges.
Identify and oversee needed supply chain projects for implementing systems participants in collaboration to support VA's logistics modernization efforts.
Serve as a supply chain expert for the VA System Redesigns Program Management Office and provide a wide range of logistics management related tasks, which include identifying, analyzing, and developing supply chain management activities, and implementing new commercial business practices at VA facilities located worldwide.
Develop, coordinate, and direct implementation of logistics management and supply chain activities and project to ensure that systems are effective and meet regulations and requirements.
Perform supply studies and provides analysis on supply chain projects to identify potential systemic problems, develop resolutions to minimize impact, and identify supply chain business process improvements.
Support the purchase of high quality, cost effective healthcare products and services.
Perform and analyze all upgrades and installation of supply chain activities.
Establish performance standards and evaluate the performance of subordinates, make determinations on grievances, recommend training, and approve leave.
Work Schedule: 8:00am-4:30pm, Monday - Friday

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/29/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. In order to meet the minimum qualifications for this position, you must meet 4/6 of the following examples of specialized experience. Examples of specialized experience would typically include, but are not limited to: 1) Understanding Government off-the-shelf (GOTS) enterprise solutions, particularly for logistics and supply chain management; 2) Managing and maintaining enterprise-level supply chain systems and networks including automated interfaces with other departments or agencies; 3) Monitoring and evaluating program performance with experience implementing relevant policies and performance standards; 4) Developing training programs, including various instructional formats; 5) Supervising technical and administrative staff, including setting priorities evaluating performance, and providing guidance on work and administrative matters; 6) Providing high-level advisory services that influence major technology decisions, with the ability to recommend strategic supply chain and logistics adoption plans.
