This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicare, Business Operation Staff-2 (BOS2) .
As a Management and Program Analyst, GS-0343-13, you will serve as an advisor to management in various administrative and operational areas to include performance management, monetary, non-monetary awards and recognition, as well as a contracting advisor for various contracts throughout the Center of Medicare (CM).
Duties
Responsible for planning, writing reports, conducting preparedness activities and preparations of responses, evaluation, review and prioritization of financial resources associated with assigned projects and programs.
Provides senior leadership with objectively based information for making decisions.
Researches and provides guidance and requests input and responses to personnel actions as relates awards, performance plan evaluations, training strategies, and other personnel related issues of the Center.
Serves as the initial contact point within CM-CD for program and/or, administrative management issues and requests requiring advice, input and/or response.
Develops new and revised operational policies and practices and follows through on their implementation in order to develop long range and short range strategic and logistical plans required to support varied levels of program operations.

In order to qualify for the GS-13 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include:
(1) Analyzing and evaluating methods and techniques to recommend improvements to managerial and administrative operations or processes; AND
(2) Coordinating with internal and external stakeholders on projects, action items, inquiries to resolve issues; AND
(3) Presenting recommendations and conclusions based on analysis and evaluation of business processes or activities.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
