This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Strategic Operations and Regulatory Affairs (OSORA), Freedom of Information Group (FIG). As a Government Information Specialist, GS-0306-9/11, you will assist and support higher-graded specialists and senior staff, relating to the Privacy Act (PA), Freedom of Information Act (FOIA) requests, and Personally Identifiable Information (PII) issues.

Duties

Provides assistance by answering routine questions relating to Privacy Act, FOIA requests, and PII issues. Works with senior staff and management on the initial planning aspects and overall objectives of each case; performs fact-finding research. Reviews sensitive materials and provides input for actions on such documents. Identifies and raises issues to senior staff or management when incoming requests are controversial, precedent-setting, or there is disagreement among action offices on processing the request. Screens material prior to release to ensure that documents are releasable and do not conflict with the exemptions of the FOIA/PA/PII.

In order to qualify for the GS-09, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-07 grade level in the Federal government, obtained in either the private or public sector, to include: (1) Assisting with the implementation, formulation, and evaluation of the Freedom of Information Act (FOIA) policies to identify records that are responsive to the FOIA request; (2) Assisting with analyzing voluminous, complex, and sensitive information to conduct disclosure analysis; AND (3) Assisting with the development of instructional materials to provide information and promote a basic understanding of the FOIA process. - OR - Substitution of Education for Experience: You may substitute education for specialized experience at the GS-09 level by possessing a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related to the position being filled. - OR - Combination of Experience and Education: Only graduate education in excess of the amount required for the GS-07 grade level may be used to qualify applicants for positions at the grade GS-09. Therefore, only education in excess of 1 full year of graduate level education may be used to combine education and experience. TRANSCRIPTS are required to verify satisfactory completion of the educational requirement related to substitution of education for experience and combination of experience and education. In order to qualify for the GS-11, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-09 grade level in the Federal government, obtained in either the private or public sector), to include: (1) Interpreting and applying laws, regulations, policies, and Federal court opinions under the Freedom of Information Act (FOIA) when working on tasks; (2) Providing information on a specific subject area inside and outside the organization to address any issues or complexities related to the FOIA request; AND (3) Analyzing voluminous, complex and sensitive information to reconcile conflicting opinions concerning its suitability for public disclosure. - OR - Substitution of Education for Experience: You may substitute education for specialized experience at the GS-11 level by possessing a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or equivalent doctoral degree or LL.M., if related to the position being filled. - OR - Combination of Experience and Education: Only graduate education in excess of the amount required for the GS-09 grade level may be used to qualify applicants for positions at the grade GS-11. Therefore, only education in excess of a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree, may be used to combine education and experience. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
