This position is located in the Centers for Medicare & Medicaid Services (CMS), Office of Strategic Operations and Regulatory Affairs (OSORA), Freedom of Information Group (FIG). As a Supervisory Government Information Specialist (Deputy Group Director), GS-0306-15, you will conduct critical studies, consult with top management officials in CMS and in other Federal agencies, and develop and maintain close and effective relationships with appropriate personnel.

Duties

Provides technical direction and management oversight to the Division managers, staff and FOIA contractors. Representative with the Department’s Freedom of Information in discussions with management, Department Officials, interest groups, and members of the public in order to explain and defend CMS FOIA operational policies and program operations issues. Serves as the technical expert and resource to CMS leadership at the Group, Office, and Agency level, consulting leadership on the provisions of the FOIA and related statute and regulation. Consults with Director of FIG, the Director of OPOLE, the SWIFT contractor, Business Operations Staff and other internal and external resources to develop, coordinate and compile the annual report required by the Act and the DoJ. Maintains working relationships with agency officials, DHHS FOIA staff, the Office of the General Counsel, other Government agencies FOIA information staff, State and local government representatives, and various private sector organizations.

Qualifications

In order to qualify for the GS-15, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government, obtained in either the private or public sector, to include: (1) Formulating policy regarding the denial, release and/or appeal for activities under the FOIA; (2) Providing leadership and/or direction in the formulation and implementation of FOIA policies; AND (3) Coordinating with legal staff to meet production deadlines and/or articulating reasons exempting information from disclosure. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
