Duties
The incumbent plans and directs the work of GS-7 through GS-14 analysts and support staff responsible for developing SSA's Freedom of Information Act (FOIA) policies
{CONT} and procedures; reviewing requests for information made under the provisions of the FOIA; providing disclosure policy guidance to SSA Headquarters' components and the Regions;
{CONT} developing and interpreting SSA policy governing the collection, use, maintenance, and disclosure of personally identifiable information under the Privacy Act, including the provisions of the Computer Matching
{CONT} and Privacy Protection Act, Section 1106 of the Social Security Act, Section 6103 of the Internal Revenue Code and related privacy statutes and regulations;
{CONT} developing national standards relating to the release and exchange of personal data in Agency databases to Federal, State and local agencies; and, acting on Privacy Act and FOIA appeals.
Responsible for developing, planning, evaluating, and promulgating the operational policies, rules, and requirements in the areas of the confidentiality/disclosure (including electronic data exchange) and freedom of information.
Provide national oversight, formulation, implementation, and coordination for SSA's disclosure policy, to integrate disclosure statutes into SSA programs.
Plans and directs the work of analysts and support staff responsible for developing and interpreting policy, including the provisions of the Computer Matching and Privacy Protection Act and related privacy statutes and regulations.
Reviews and approves the substance of reports, decisions, and other documents to ensure that they accurately reflect the policies and positions of the organization and the Agency.
Assigning work to subordinates based on priorities, selective consideration of the difficulty and requirements of the assignment, and the capabilities of employees.
Observing and evaluating employees' work performance.
Exercising significant responsibilities in dealing with officials of other divisions or organizations, and advises senior-level staff and executive management officials within the Agency on Privacy, including electronic data exchange activities.
Determining and implementing ways to reduce or eliminate bottlenecks and barriers to production, promote team building, and improve business practices.
Developing long-range plans for continuation of Division activities that must take into account proposed changes in policies and other issues that affect the overall mission.

Qualifications

HOW TO QUALIFY: Eligible applicants must meet the following qualification requirements.
Applicants must have 52 weeks of specialized experience at the GS-14 level, or equivalent, which is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience should include establishing, disseminating and/or managing Government information including implementing policies and procedures to manage Government information and providing information-related assistance and services to the general public.
Additionally, applicants must meet the following Selective Placement Factor [SPF]:
Knowledge of the provisions of the Privacy Act and other Federal statutes and mandates (SPF).
To demonstrate this, applicants must meet at least 2 out of 3 of the following experience indicators to be considered for this position:
Experience overseeing the interpreting, implementing, and providing support on disclosure and privacy policy/compliance issues in accordance with Privacy Act, OMB, DOJ guidance and/or NIST mandates/directive.
Experience independently researching, handling, and providing guidance to internal components and external agencies on Federal privacy policy issues.
Experience analyzing and applying disclosure and privacy-related laws and requirements (e.g., Privacy Act, OMB, DOJ or NIST) to evaluate the potential effects of such laws/requirements on business operations and developing strategies to assist agency operations in meeting their disclosure and/or privacy compliance requirements.
