This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Strategic Operations and Regulatory Affairs, (OSORA), Freedom of Information Group, Div A and Div B.
As a Government Information Specialist, GS-0306-14, you will serve as the lead technical authority and consultant on activities and appeals involving the disclosure of information under the Freedom of Information Act (FOIA).
Duties
Researches, analyzes, and responds to FOIA requests exercising discretion and independent judgment in the application of laws, regulations, and agency practices related to the FOIA.
Researches complex case law, analyzes highly sensitive records, and ensures release and disclosure of responsive records adhere to applicable FOIA exemptions and/or exclusions.
Represents the Freedom of Information Group in multi-office or program teams that research, plan, direct, and coordinate studies to ascertain trends and developments in the disclosure of information requested under FOIA.
Works closely with the CMS FOIA Officer in developing disclosure policies and procedures for handling such FOIA requests.
Coordinates disclosure requests and policy questions involving FOIA issues with the CMS FOIA Officer.

In order to qualify for the GS-14 grade level, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: (1) Implementing the Freedom of Information Act (FOIA) (5 U.S. C 552) and policies across an organization; (2) Researching and responding to complex FOIA requests, appeals, and litigation; AND; (3) Analyzing and applying federal privacy laws, programs, and policies.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
