About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Network Enterprise Center in Joint Base Lewis-McChord, Washington.
Duties
Make recommendations for revision of contracting and anticipated DoD procurement reform initiatives, and specific program requirements.
Evaluate contractor progress reports, develops monitors contract performance in accordance with existing Quality Assurance Surveillance Program.
Act on assigned procurement actions by making purchases in accordance with the Agency’s Government Purchase Card Program.
Monitor the execution of submitted and approved acquisitions.
Prepares and maintains adequate documentation to support purchases and provides necessary documentation to the Billing Official to support the timely certification and payment for GPC purchases.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- Must have or be able to obtain US Army Training and Certification as a Contract Officer's Representative (COR) within 90 days of appointment.
- The incumbent must obtain and maintain at a minimum a Secret security clearance with favorable T3 investigation.
- 25% Temporary Duty Travel (TDY) is required for this position.

To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by 1. facilitating procurement actions for supplies, equipment, training, and emergency purchases to support the Government Purchase Card program; 2. reviewing, evaluating , and making recommendations for contracting actions involving the procurement, installation, and relocation of information systems; 3. assisting with the preparation of contract documentation for proposed acquisitions.

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
