This is a Direct Hire Authority (DHA) solicitation utilizing the DHA AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as a Program Manager (Deputy Product Lead Acquisition) within the Stare Project Office PSV and INSTR RDRS Product Office of the Program Executive Officer (PEO), Missiles and Space on Redstone Arsenal.
Duties
Serves as Deputy Product Manager (DPM) for Passive and Instrumentation Radars (PIR) Product Office.
Provides overall direction and guidance for the development, acquisition, testing, product improvements, fielding, and sustainment of the Range Replacement Radar Program (RRRP) and Army Long-Range Persistent Surveillance (ALPS) Programs.
Oversees planning, cost estimating, program planning, programming, budgeting, program integration, interoperability and oversight of radar programs.
Directs the development of life cycle documentation in support of major program milestones.
Serve as advisor to the PIR Product Manager; providing status of projects, progress made, projected future plans, and problems.
Requirements

- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at the Advanced level in the Acquisition Career Field Program Management within 48 months of entrance on duty.
- The duties of this position require submission of, on an annual basis, OGE 450, Confidential Financial Disclosure Report.
- Business travel required up to 50% of the time.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.
- This position is a Critical Acquisition Position (CAP) and requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.
- This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
Qualifications
This is a pay banded position. The NH-04 encompasses grades 14 and 15 on the General Schedule. This position is subject to a control point at the GS-14, step 10 ($165,197) equivalency.

Specialized Experience: One year of specialized experience is defined as: 1) Experience applying budget and financial management for major acquisition programs; 2) Experience managing comprehensive Program Objective Memorandum briefs for multi-million dollar programs; 3) Experience evaluating programs to determine effective use of resources; and 4) Experience leading a team of professionals to include planning, prioritizing, and assigning workload. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03 or GS-13).
