Duties

As a PROGRAM DIRECTOR, COMMAND & CONTROL, BATTLE MANAGEMENT & COMMUNICATIONS at the ES-0340-00 some of your typical work assignments may include: The incumbent is responsible for policy development, budgeting, planning and execution of the design, development, integration, test, deployment and operation of C2BMC products and services. Incumbent develops, implements and manages C2BMC policies, practices, organization, mission execution, and completion of assigned tasks ensuring an integration MDA policies and practices. Incumbent will also provide leadership, guidance, and direction throughout program, corporate operations, and program protection and physical security. Provides leadership in setting program management policy and strategic direction related to assigned program areas delivery, appropriate legislative initiatives, innovation, business and financial management, resource management, outreach, and consultation. Implements policy development decisions while ensuring the integrity of approved plans and strategies for the design, development, integration, test, fielding, and operations of the C2BMC system. Provides leadership, guidance and direction throughout all program operational phases for assigned program areas, which include business operations and technical management particularly as it relates to establishing engineering and program management directions; and advocating quality, technology delivery, innovation, business and financial management resource management, outreach, and consultation. Responsible for daily C2BMC program office operations to include integration with other Missile Defense System program elements. Participates in the development of the C2BMC system architecture, design, and implementation as directed by the Program Executive, Sensors, Command and Control. Serves as a nationally recognized technical authority providing advice and guidance to the Program Executive, Sensors, Command and Control, C2BMC staff, and other Government officials involved with C2BMC technologies, design, development, integration, and test. Coordinates on and directs C2BMC system integration and test activities. Works collaboratively with MDA test organizations and other elements to ensure successful system integration and test. Monitors C2BMC software engineering activities to include the integration and application of best industry software engineering practices into the C2BMC development process. Represents MDA and C2BMC in engineering meetings and technical interchanges with other agencies, organizations, industry, and Federally Funded Research and Development Centers in technical matters pertaining to the Missile Defense System C2BMC capabilities. Directs, evaluates, and maintains the effectiveness of the C2BMC system, including resource management and reprogramming of resources. Ensures availability of required personnel, funding, facilities, and equipment for sustaining program operations. Designs and directs organizational efforts based on proven and demonstrated knowledge of a broad range of managerial and programmatic disciplines such as planning, programming, budgeting, cost estimating, contracting, business operations, and financial management. Assures efficacy of budgeting, tasking, support, and funding processes necessary for achieving successful program execution. Provides oversight for all assigned programs, resources, and support activities essential in providing C2BMC expertise to the Combatant Commanders (COCOM), and assesses conveys joint/combined/coalition lessons learned to the developer. Engages COCOM in all aspects of C2BMC development. Oversees the requirements allocation, design, prototype, and development necessary to coordinate and execute fielding of C2BMC capability. Actively engages Warfighters during the conduct of COCOM and Military Missile Defense System war-games, synthesizes the results, and uses this information to affect the development process for future capabilities. Incorporates C2BMC capabilities into COCOM demonstrations, experiments, and exercises. Supports development and analyses of joint, combined, and coalition doctrine, and Concept of Operations (CONOPS), Technical Training Parameters (TTP), and Rules of Engagement (ROE) development with the operational community as it relates to the fielded C2BMC system. Coordinates with COCOM to effectively translate Warfighter requirements into C2BMC technical requirements suitable for contractor direction.

TECHNICAL QUALIFICATIONS (TQ): All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications. The incumbent must process comprehensive professional knowledge and subject matter expertise in acquisition principles, methods, concepts, theories, and applications; modeling and simulation technology and practices; technology transfer; acquisition policy and strategies; and business administration and management coupled with a proven ability and Professional level managerial experience. 1. Demonstrated ability and experience as a life cycle program manager, to include development, production, and sustainment operations of a complex weapon systems development and acquisition program, with command and control, battle management, and communications elements and/or interfaces. This includes demonstrated ability and experience in systems integration, interoperability testing and evaluation, and engineering program assessments. 2. In depth knowledge of DoD acquisition practices and policies, directives, regulations, and public laws as applied to joint and combined weapon systems acquisition programs. This includes an expert knowledge of the technological, procurement, and acquisition processes that go into procurement, fielding, and sustainment of major DoD weapon systems programs comprised of multiple systems and organizations. 3. Demonstrated ability to collaborate with high level officials and diverse partners including combatant commands, the services and OSD organizations on missile defense interests and viewpoints to achieve consensus on goals and objectives for a complex Missile Defense System.
