About the Position: This is a PERMANENT position as a Financial Management Analyst with the US Army Garrison Resource Management Office, Fort Jackson, SC.

Duties

Develops major portions of the operating budget, performs budget reviews and provides status reports. Receives incoming pay directives, policies, and instructions from higher headquarters and implements changes. Conducts special studies and works on projects that address pay problems/issues encountered across management functional lines for the elimination or reduction of similar problems in the future. Serves as the Garrison's Government Travel Charge Card (GTCC), Agency Program Coordinator (APC) with the responsibilities to effectively monitor and maintain the government travel card program in accordance with Army Regulations.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Financial Management Level 2 Certification obtained within 12 months of employment.

Qualifications

This is a developmental GS-09 to GS-11 position. Selection may be made at any grade level. Incumbent may be non-competitively promoted to the full performance GS-11 grade level after serving 52 weeks' time in grade and fully satisfactory performance without further competition. GS-09 Specialized Experience: One year of specialized experience which includes (1) answering payroll questions by employees and managers, (2) recommending changes in the procedures of payroll system, and (3) overseeing training in processing of pay actions and allowances. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: finance, accounting, etc. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Time in Grade Requirement for GS-09: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07). GS-11 Specialized Experience: One year of specialized experience which includes (1) answering complex payroll questions by employees and managers, (2) recommending new policies or changes in the procedures of payroll system, (3) overseeing training in processing of pay actions and allowances, and (4) finding solutions to recurring problems on pay entitlements and allowances. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: finance, accounting, etc. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement for GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
