About the Position: Serves as the District's Procurement Analyst and technical authority for assuring that the District complies with Federal, Department of Defense (DoD), Department of Army, US Army Corps of Engineers, and Directorate of Contracting and PARC procurement policies, regulations, and directives, both prior to and subsequent to award of contract and modifications. Incumbent reviews management decisions affecting implementation and changes in policies, procedures, and methodology.
Duties
Provides direction and advice to District elements, Branch Chiefs, and the Chief of Contracting in areas of acquisition planning, contractual strategy, and execution of acquisition programs.
Responsible for Contracting Division’s compliance with all upper level data calls to include coordination and reporting, as required or requested, for all protests against awards, reports of procurement management reviews, inspections;
investigations, contract operation review audits, Freedom of Information Act (FOIA) requests, Congressional Inquiries, GAO, Army / DoD Inspector General, and Internal Reviews.
Resolves acquisition compliance problems and develops path forward for corrective action.
Analyzes cost and pricing data for procurements which have no precedent.
Conducts training of contracting personnel to improve acquisition practices.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- This is an Army Acquisition position. Incumbent employee must meet DoDI 5000.66 requirements applicable to the duties of the position.
- Temporary duty (TDY) travel is approximately 10%.
- This position is designated as deployable.
- A pre-employment physical is required.
- This position supports a deployable requirement for the District's mission and the incumbent will be assigned as a member of a standing humanitarian assistance or disaster response team.
- Incumbent must be ready and able to deploy as an essential function of the position in support of disaster relief, humanitarian missions and other non-combat missions.
- Temporary duty assignments may be in remote and dangerous locations and living conditions may be extremely austere, including, but not limited to: living in tents or temporary buildings, general lack of privacy;
- lack of recreational opportunities during off duty hours, eating of pre-packaged rations or in temporary dining facilities which may limit accommodation of special diets, showers may be communal or in make shift facilities;
- limited opportunities to phone home, delayed mail deliveries, etc.
- The incumbent will also have the opportunity to volunteer to support military combat operations (e.g., overseas contingency operations in Afghanistan, Iraq or elsewhere, during conflicts, peace support operations, etc.) at his/her discretion.

Basic Requirement for GS-13
A bachelor's degree (or higher degree) from an accredited educational institution that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (Note: You must attach a copy of your transcripts.)
AND
Have completed all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions, including at least 4-years' experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience for the GS-13: One year of specialized experience which includes: 1) Provides direction in Acquisition Guidance; 2) Responsible for reporting and Compliance Requirements.; and 3) Analyzes Costs and Price Analysis for procurement. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
