About the Position: This is a permanent supervisory position with Headquarters, U.S. Army Corps of Engineers, Directorate of Contracting .
1 position will be filled for each location.
Duties
Oversees the operation of U.S. Army Corps of Engineers (USACE) District and Center Contracting offices in assigned area of responsibility.
Provides expert acquisition advice to District and Regional Commanders and the Senior Contracting Officials (SCO's) on complex contracting issues and to resolve policy issues.
Provides expertise to Source Selection Advisory Councils as well as Chairs and Serves.
Manages contract operations for assigned Districts and Centers.
Oversees implementation of USACE Directorate Of Contracting (DOC) contracting intern and other workforce development programs within the Region.
Provides oversight of contracting operations through the Contract Operations Review Program.
Works with the Senior Contracting Officials (SCOs) to coordinate the reviews and monitors implementation of recommendations.
Identifies serious problems and/or controversial issues, coordinating with District or Center Contracting Chief in reviewing reports and resolving major issues.
Coordinates planning for disaster response, contingency contracting mission support and surge requirements with HQ USACE staff and District-level response teams.
Ensures that staffing /organization of the offices are appropriate to support the mission; addresses problems that arise and proactively plans for future mission changes.
Supervises, manages, and provides guidance, advice and assistance to subordinate Districts and Center Chiefs of Contracting.
Provides supervisory authority to senior technical experts and support staff to which includes the responsibility of performance and personnel management, employee development, manpower allocation, logistics and Equal Employment Opportunity.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This is an Army Critical Acquisition Position (CAP). Selectee must be an Acquisition Corps (AC) member prior to appointment to a CAP unless a waiver is granted.
- This position requires a Confidential Financial Disclosure Report, OGE-450 and annually thereafter in accordance with DoD Directive 5500-7-R.
- This is a Critical Acquisition Position. Selectee must obtain or meet the Foundational Career Level Certification or Contracting Professional Certification within 3 years of the entrance on duty.
- Incumbent must sign an Acquisition Corps written tenure agreement to remain in the Federal service in this position for at least 2 years.
- A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
- 1 year probationary period may need to be served.
- TDY up to 25% of the time.

Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes 1) applying procurement technical expertise to provide guidance, formulate guidelines, implement new developments, and provide policy interpretation; 2) managing and coordinating contractual actions occurring concurrently; 3) providing supervisory and managerial oversight for the personnel management of contracting/procurement staff; 3) formulating and executing comprehensive acquisition strategies and plans; managing principles, techniques and acceptable practices as well as technical advice on propriety of statutory, regulatory and procedural requirements within the organization; and 4) developing short and long range plans to effectively utilize contractual/acquisition resources to accomplish the organization's goals. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14 or above).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
