About the Position: Serves as procurement analyst and technical advisor to the 413th Contracting Support Brigade (CSB). Provides guidance, and recommendations, for acquisition and contracting policy and procedures, to resolve complex problems at the Major Command (MAJCOM) and Principal Assistant Responsible for Contracting (PARC)-levels.
Duties
Develops guidance, plans, and policy for managing acquisition management and contracting programs.
Leads and participates as a member of a Contract Management Review (CMR) team performing comprehensive reviews of subordinate contracting offices.
Provides specific oversight and guidance to subordinate contracting offices with missions and programs involving a wide variety of acquisition management and contract support functions.
Analyzes and recommends appropriate action necessary to remedy or remove obstacles in current policies and procedures to promote the most efficient acquisition management.
Leads and participates in staff assistance visits and technical acquisition management reviews of subordinate contracting offices.
Utilizes various automated e-business systems and applications to analyze procurement information, respond to data calls, identify trends, perform analysis, and identify the need for an adjustment to policy.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for CONTRACTING certification within 36 months as of entrance on duty.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- The incumbent is required to file a statement under Section 27 of the Office of Federal Procurement Policy Act.
- Commensurate with mission requirements, the incumbent can be required to work irregular duty hours to include working nights, weekends, and holidays.

Basic Requirement for Procurement Analyst:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes: 1) Developing guidance for acquisition management/contracting programs; 2) Performing pre and/or post award reviews of complex contractual actions; 3) Leading team conducting self-assessment reviews or similar reviews of solicitations/contracts. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
