About the Position: Serves as Supervisory Contract Specialist within the 413th Contracting Support Brigade (CSB),Contracting Operations
Section. Provides oversight, guidance, advice, and recommendations required to resolve complex contracting issues of both a policy and procedural nature.
This is an obligated position.
Duties
Supervises a staff of approximately 5-10 civilian/military employees engaged in the 413th CSB Government Purchase Card (GPC) program as Level IV Agency/Organization Program Coordinator (A/OPC)s.
Serves as the 413th CSB GPC program Level III Coordinator. Responsible for providing quality and timely reviews as program administrator.
In consultation with the supervisor, develops guidance, plans and policy for managing 413th CSB acquisition management and contracting programs.
Provides specific oversight and guidance to 413th CSB subordinate contracting offices with missions and programs involving a wide variety of acquisition management and contract support functions.
Reviews, analyzes, and provides intensive management of these areas to ensure effectiveness and adherence to applicable statutes, policies and directives.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for CONTRACTING certification within 36 months as of entrance on duty.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

Basic Requirement for Supervisory Contract Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes: 1) Managing a unit-level government purchase card program to promote efficient performance; 2) Resolving issues associated with government purchases such as contractor disputes or purchase card program irregularities for the command; and 3) Reviewing contract processes to ensure regulatory compliance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
