You will serve as a Management Analyst within the MCIA S8, Finance Directorate. This position is located at Quantico, VA at the Marine Corps Intelligence Activity.
All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
Duties
You will coordinate with the technical COR to ensure all tasks are being met and that the contractor is billing for services completed in a timely manner.
You will coordinate with Command divisions/directorates on contract requirements, ensuring contracts support the Command Strategic Plan, assigned missions and taskings, and overall programming effort.
You will participate in professional discussions/discourse in support of programming, contracting and execution.
You will review edit, and prepare Justifications and Approvals for Sole-Source, Preferred Source, and Other than Full and Open Competition.
You will assist with the completion of all phases of the acquisition, including; delivery orders, and purchase orders assembling a contracting package, including all required exhibits/artifacts for higher headquarters review.
Requirements

- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
- You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.

- This position requires a periodic polygraph examination.
- This position may require a 2-Year DCIPS trial period.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Assist with acquisition planning, preparation of price/cost analyses for designated actions, formulation of negotiation strategies, development of negotiation objectives, and negotiation of contracts for the procurement of equipment, supplies, services, construction, Information Technology (IT) equipment, systems, and services to support initiatives; 2. Monitor contractor performance against time, schedule and cost performance metrics; 3. Manage, perform, and/or develop policies and procedures for work involving the development of contract packages prior to their submission for contract action; 4. Understanding of market and regulatory reviews; development and implementation of acquisition plans/acquisition strategies; analysis and evaluation of contractors' proposals and development of the Government pre-negotiation position.
