You will serve as a MANAGEMENT ANALYST (PROJECT MANAGEMENT) of NCIS.
All Naval Criminal Investigative Service (NCIS) positions are in the excepted service. This position is in the excepted service and does not confer competitive status.
Duties
You will direct and/or participate in the preparation of testimony and responses to questions in close
coordination with the Assistant Director, OSC, and other
You will lead and provide guidance to NCIS staff on the procedures and assistance rendered to
Members of Congress or their staffs to ensure proper handling of information.
You will attend and report on Congressional hearings and performs analytical staff work involved in the coordination, review and clearance of legislative proposals, bill reports, and testimony.
You will manage a team and reviews/approves documentation which provides substantive information relative to NCIS inquiries from Members of Congress, their staff, or others having interest in the NCIS mission and functions.
You will conduct and oversee comprehensive issue analyses, analyzes data trends, anticipates likely policy and budgetary disruptions, develops projections and targeted strategic engagement plans to address Congressional interest areas.

- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Ability to interact effectively with Congress, State, and Federal agencies to accomplish objectives and respond to inquiries, using diplomacy and tact.
Ability to evaluate new or modified legislation in order to assess projected impact upon programs of the Defense Criminal Investigative Organizations.
Ability to research, coordinate, and assemble information for various reports, briefings, and conferences.
Ability to analyze and report on complex matters involving NCIS' relations with Congress.
Ability to synthesize highly complex and voluminous material, and to present ideas, conclusions and recommendations in a clear and concise manner, both orally and in writing.
