You will serve as a SUPERVISORY PROGRAM ANALYST in the CAPABILITIES DEVELOPMENT DIRECTORATE of MARINE CORPS COMBAT DEVELOPMENT CMD.
Duties
You will provide support to the Director in supervising the activities of the Marine Corps Integration Division.
You will provide support in development of operational architectures and mission engineering threads, knowledge management, requirements management for programs, and in the conduct of Capabilities Planning, guided by existing policy.
You will Interpret guidance and apply it to Capabilities Planning and Capability Portfolio Management (CPM) processes and policy development.
You will develop recommended service and organizational positions regarding policy issues and procedures, as well as responses to requests for information received from higher headquarters.
You will oversee identification and articulation of capability requirements, capability gaps, and materiel and non-materiel capability solution strategies from stakeholders.
You will exercise technical and administrative supervisory authority over the Branch’s four military officers and 18 civilian personnel (three of whom are subordinate supervisors).

- You will be required to obtain and maintain an interim and/or final top security/SCI clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- MSP/PPP applicants must currently hold the required security clearance.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Developing and implementing new programs based on new or revised legislation or guidance; planning, organizing, supervising, and carrying through to completion the development of complex future year plans and solutions; managing a team of high level personnel, and supervising and authoring situation reports, decision papers, and briefs.
