The primary purpose of this position is: To serve as a first level supervisor (Director of Organizational Development) providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to HQ Air Force Office of Special Investigations (AFOSI).

Duties

Plans, organizes, and directs the activities of HQ AFOSI, ensuring that Organizational Development (OD) complies with legal and regulatory requirements and meets customer needs. Develops goals and objectives that integrate organization and Organizational Development (OD) objectives. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Represents HQ AFOSI with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with executives of other agencies, high ranking military and civilian managers, supervisors and technical staff in major organizations within the Air Force, DoD and other federal agencies. Represents the Air Force and AFOSI on senior-level forums which deal with major problems or areas related to strategic and futures planning, organizational development and change management. Senior advisor to the Commander (a General Officer), the Executive Director (a member of the SES), Vice Commander, and Command Chief Master Sergeant on full spectrum of organizational development issues.

  • This position is subject to provisions of the DoD Priority Placement Program
  • This is a drug testing designated position. The incumbent is subject to random drug testing for drug use.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.

  • This is a centrally managed position.
  • A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.

  • This position meets the executive exemption criteria for the Fair Labor Standards Act (5 CFR 551.205).

Qualifications

In order to qualify, you must meet the specializedexperience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes directing a segment of professional, highly technical, or complex administrative programs which involve the development of major aspects of key agency, legal, administrative, regulatory, policy development or comparable highly technical programs; or that include major, highly technical operations. Directing administrative activities covering the operations of the agency's headquarters and throughout its field establishment. The ability to materially shape or improve the structure, effectiveness, efficiency, or productivity of major portions of the agency's primary missions, programs, headquarters-wide operations, or projects of national interest. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of AFOSI's full mission spectrum, organization, and management processes, as well as how AFOS supports US Air Force, Department of Defense and U.S. Government strategic priorities and objectives. Ability to inspire, motivate and guide others toward goal accomplishment. Leadership ability, including the ability to coach, mentor, and challenge employees; ability to adapt leadership style to a variety of situations; and ability to model high standards of honesty, integrity, trust, openness, and respect for the individual by applying these values to daily behaviors. Skill in interpersonal relations and communicating effectively orally and in writing with senior leaders, commanders, managers, and workers at all levels, on managerial, organizational, and leadership conditions which directly impact operational and organizational change worldwide, as well as maintaining good working relations. Knowledge of and/or experience in AFOSI's organizational development efforts and leadership development programs/forums. Skill in fact-finding, problem analysis, problem resolution and development of concrete action plans/solutions to problems unique to AFOSI's military warfighting, law enforcement and counterintelligence responsibilities. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to communicate effectively, both orally and in writing. Knowledge of qualitative and quantitative analytical and evaluative methods and techniques for assessing program development or execution and improving organizational effectiveness and efficiency. Highly Desired Assessment Factors: Advanced Master's Degree and Certificates in related field of studies in Communication, Leadership, Executive Coaching, Business Process Reengineering, and Instructional Systems Design. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
