The VA Northeast Ohio Healthcare System is recruiting for a Program Specialist - Health Science Supervisor. The Program Specialist - Health Science Supervisor will function in Radiology Service.

Duties

The Program Specialist - Health Science Supervisor duties include, but are not limited to: Analyze and evaluate the effectiveness of Radiology Service program operations at the Cleveland VA Medical Center and Parma CBOC facilities. Coordinate programs and services extending to all Medical Center Clinical Services, encompassing Medicine, Surgery, Neurology, Radiation Oncology, Dental, Dermatology, Nuclear Medicine, Tele-Health Services, CBOCs, outpatient clinics (including Eye Clinic and Vascular Surgery), and inpatient radiologic support, among others. Coordinate and support VISN level programs for data center image archiving. Support and evaluate current Medicom Image Exchange, various site-to-site connections between community partners, connectivity between tele-radiology providers, and future image exchange capabilities with Cerner implementation. Play a pivotal role in overseeing tele-radiology operations of contracted providers, ensuring seamless collaboration and effective integration with the national teleradiology program. Responsible for the overall coordination of a multidisciplinary team making sure each team member does their part in keeping imaging informatics operating smoothly for the VANEOHS. Oversite of management of radiologist workstations, both at the main medical center, CBOCs, and radiologist homes with a focus on providing comprehensive support, maintenance coordination, and pulling performance reports to ensure the effective functionality of these workstations. Serve as a project manager on multimillion-dollar imaging technology contracts, overseeing the successful implementation, maintenance, and upgrades of cutting-edge imaging systems. The employee will review the existing equipment and make recommendations on upgrading and/or replacing. Provide support for VISN 10 Imaging Informatics projects, analysis and cost-studies to determine budget impact and a realistic approach to modernize to the most current technologies. Support the Health Science mission and goals while operating in accordance with National Directives, VISN policies, Medical Center policies, and standards of professional service. Be a professional consultant and advisor on PACS and Imaging healthcare technology matters. Consult with and provide guidance to technical staff in HTM and Radiology/ Imaging programs across the Network and VANEOHS. Work in conjunction with the VISN 10 Chief Healthcare Technology Manager on matters pertaining to PACS and VR technology management, program operations, and effective delivery of services. Supervise a multidisciplinary team in radiology that keep all imaging related technologies running 24/7, oversee daily operations, develop strategic imaging technology plans, have SME level expertise in PACS, VR, DICOM, and HL7 programs and technologies, andprovide project management support to radiology contracts. Work independently at the local, VISN and national levels to continue to advance imaging informatics and performance at the VA Northeast Ohio Healthcare System. Report to the Director of Health Science and be responsible for daily oversight of a multidisciplinary staff that oversees daily operations of the PACS, imaging informatics, workflow navigation, business analytics, image exchange, and advanced visualization. Hold a key role in not only supervising a diverse staff and the operations and networking of the systems themselves. Responsible for leading, managing, and supervising the PACS and Radiology Informatics teams. This role is essential in ensuring that our radiology department operates efficiently, seamlessly, and in compliance with all VHA directives. Lead a team of dedication professionals including PACS administrators, radiologic technologists, medical imaging informatics, program specialists, and medical support assistants. Be a leader within the health science department fostering a culture of excellence, collaboration, innovation, and high reliability. Strategically allocate resources, making certain that the department has the right personnel with the required skillsets to meet the ever-evolving demands of the healthcare IT landscape. Must have exceptional supervisory skills that will be instrumental in resolving conflicts or challenges that may arise. Research and analyze problems, issues, or program requirements supporting the functions of a digital imaging system. Have full administrative management responsibilities that affect patient care. Responsible for serving as the senior technology expert and project manager with respect to healthcare technology and associated imaging communication and management systems. In order to qualify for this position, you must meet the following requirements within 15 calendar days of the closing date listed on the announcement: Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Develops policies, procedures, guidelines, and best practices; gathers and analyzes statistical data to improve systems and workflows; analyzes programs and makes recommendations for improvement; develops reports on program processes and workload utilization. You will be rated on the following Competencies for this position: Supervision of Staff - Leading, managing, and supervising the Health Science and File Room Staff. Routinely resolves complaints while elevating the complex issues to immediate supervisor for resolution. Daily imaging operation oversight. Coordinates with teleradiology providers, staff radiologists, Director of Health Science and Chief of Radiology to optimize distribution of studies that need read. Oversees seamless integration of PACS with radiological modalities and information system, ensuring the data flow and interoperability. Stay updated on tech advancements and productivity related to PACS, imaging informatics, voice recognition, and other information system related to imaging. Building strong partnerships, streamline workflows, and engage with staff on imaging informatics improvements across VANEOHS and VISN 10. Proposing new policies and practices as well as modifying, adapting, and refining existing guidelines to address specific MC needs. Developing and prioritizing PACS related strategic goals for the facility and VISN through the imaging and imaging informatics councils. Coordinating numerous support actions including daily use of VISTA Imaging as well as managing requests for imaging results Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
