About the Position: Serves as Program Analyst/Project Manager for the Deputy Chief of Staff Engineer (DCSENG) Construction/Facility Division. This position is located in the US Army Special Operations Command, DCS Engineer in Fort Liberty, NC.

Duties

Receives, reviews, and coordinates requests, and advises on and disseminates information within the Directorate for additional review, analysis and preparation for project planning for current and future construction projects. Ensures plans conform to regulatory requirements by analyzing and evaluating program operations and making appropriate recommendations and decisions. Conducts and manages standard and nonstandard specialized studies and projects. Coordinates with USSOCOM and DOD level personnel to obtain funding for Unspecified Military Construction projects, and to provide additional funding for budget overruns and modifications on existing projects. Performs staff actions related to management of the DCSENG SOFMAP program, including all coordination and liaison functions relating to project planning and execution. Prepares and administers the Military Construction (MILCON) and Operations and Maintenance (O and M) construction and R and M budgets to include overseeing the monitoring and tracking of funds. Plans, analyzes and inspects maintenance, repair, renovations, building additions and new construction projects accomplished by in-house and outside resources. Serves as Contracting Officer Representative (COR) to supervise, coordinate and manage as required USASOC DCSENG contracts, when authorized by designation to take action.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent GS-11.
