This position is located in the Mission Integration Directorate, Financial Management Office (FMO). The Financial Management Office is responsible for performing budget and fmancial functions for the PFP A. The Financial Management Office performs budget formulation, budget execution, civilian pay management, financial systems support, financial management reports, and funds control.

Duties

This is a Direct Hire Public Notice, under this recruitment, applications will be accepted for each location and/or installation identified in this Public Notice and selections are made for vacancies as they occur. This position is being filled under Direct Hire Authority (DHA) in accordance with Section 9905 of 5 U.S.C, as amended by P.L. 116-92, SEC 1109 and further amended by P.L. 116-283, SEC 1117. Incumbents typical work assignments may include the following: Analyzes and evaluates the effects of continuing changes in financial program plans and on the accomplishment. Resolves financial problems and develops alternative methods of funding and reprogramming. Provides interpretation of financial reports and other resource management information to ensure that financial management, manpower, and accounting systems produce accurate results, and meet legal requirements. Provides full range of financial functions for accounting data for prior and current fiscal years. Reviews, reports, and initiates appropriate corrections to resolve errors and irregularities in reported data.

Qualifications

Additional Condition of Employment The employee assigned to this position is designated as a MISSION ESSENTIAL EMPLOYEE. Mission Essential employees may be required to report for, or remain at, work in dismissal or closure situations due to adverse weather conditions, natural disasters, or other emergency situations ( e.g., building closure due to power outage) causing disruptions of government operations, and are required to maintain contact with their supervisor during any dismissal or closure situation unless specifically excused by their supervisor. This position is eligible for telework. The employee must meet all eligibility requirements prior to teleworking, including completion of required telework training, submission of all required paperwork, and obtaining appropriate approvals. DoD Financial Management Certification level 2 is a requirement of this position and must be achieved by the incumbent within two years of entrance into this position. Incumbent shall adhere to the guidelines and requirements of this certification program. Incumbent is certified as Financial Management Level 2, or working toward this certification, as part of the DoD FM Certification Program defined in the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. This position does not meet Public Law 114-264, Program Management Improvement Accountability Act (PMIAA), dated Dec 14, 2016, Defense Civilian Personnel Advisory Service (DCP AS), message number 2024017, dated Feb 26, 2024, and OPM Memo for Chief Human Capital Officer, dated Aug 2, 2023, requirements. You may qualify at the GS-11 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-09 grade level in the Federal service (experience may have been gained in the private sector). 1) Exercise judgment to modify or adapt accounting techniques, methods, or plans to meet the specific situation; 2) Conducts research, identifies, and analyzes trends in the use of resources: and recommends adjustments in resource levels; 3) Establishing administrative workflow processes. OR I have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related from an accredited college or university. (Note: You must attach a copy of your transcripts for verification). OR I have a combination of specialized experience and education. I have computed the percentage of the requirements that I meet, and the total is at least 100%. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. The first 2 years of graduate study are not qualifying for the GS-11 level. (Note: You must attach a copy of your transcripts for verification). You may qualify at the GS-09 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-07 grade level in the Federal service (experience may have been gained in the private sector). 1) Compiles, analyzes, and summarizes financial and/or budgetary information; 2) Skill in applying functions, goals, objectives, work processes, and funding sources sufficient to related needs; 3) Translates organizational needs and objectives, by line item and object class, into budget dollars and the funding actions required to accomplish them. OR I have a master's degree or equivalent graduate degree or 2 years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Education must have been completed in an U.S. college, university, or other educational institution that has been accredited by one of the accrediting agencies or associations recognized by the Secretary, U.S. Department of Education. Transcripts are required at the time of application. OR I have some specialized experience as described in A but less than one year, and I have some graduate education as described in B but less than 1 year. I have computed the percentage of these requirements that I meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond two years by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
