You will serve as a Business Operations Specialist in the Business Financial Division, Code 65, Machinery Integration Test Facility Directorate 60 at the Naval Surface Warfare Center, Philadelphia Division NSWC PHILA DIV, performing duties as the Contractor's Officer Representative (COR) responsible for contract administration in accordance with Naval Sea Systems Command (NAVSEA) COR Instruction NAVSEAINST 4200.17F.

Duties
You will be responsible for administration operations, analyzing effectiveness of operations in meeting goals, developing financial evaluations, as well as advising on methods/procedures to provide business support for your contracts.
You will be responsible for the working with program managers to review and approve of tasking to contractors and participation in contractor's performance reviews.
You will be responsible for supporting contractor's tasking development and performing continuous monitoring of contractor reports and accomplishments.
You will troubleshoot contracting, tasking and funding issues as well as monitor contract reports for consistency and tasking and future tasking.
You will work with others internal and external to the organization to resolve business issues using policies, precedents, goals, objectives, and guidelines of financial oversight and operations.
You will serve as the COR on multiple contracts within your Department and oversee contractual obligations, monitoring the contractor technical compliance and progress, and maintain supporting documentation.
You will develop reports utilizing software database programs, e.g. Excel and Access, and Web-based applications and applying pertinent laws, regulations, policies, and precedents affecting the use of business support functions.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
FOR GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: experience planning and carrying out contract administration business projects to identify and develop solutions with management to implement recommendations for improvement.
FOR GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: identifying, analyzing, and making recommendations to resolve problems and situations related to contract administration business projects.
