Duties
You will serve as the principal business and financial advisor to the Engineering and Installation Division Head(s) and will manage, train, and supervise and technically lead a team of 1.2 competency financial personnel.
You will be knowledgeable in performing acquisition disciplines in a Command, Control, Communications, Computer and Intelligence (C4I) environment which
includes developing acquisition strategies and performing financial analysis.
You will lead and coach a workforce in running and analyzing Navy Enterprise Resource Planning (NERP) and other financial data to monitor and ensure financial resources are used in accordance with budgetary authority.
You will provide oversight and leadership to ensure Command best practices, processes and tools are implemented across the Division and consolidate financial requirements and reports for high level presentations.
You will participate in business and financial reviews that measure performance against plans, objectives, resources and expenditures and makes recommendations based on analysis and evaluations of financial data.
You will have knowledge and understanding of the OMB Circular A-11 Budget document and is able to coordinate and formulate A-11 budget submissions which include preparation of exhibits reflecting manpower plans, financial conditions, etc.
You will comply with ongoing special emphasis programs in areas of internal management control, prevention of fraud, waste and mismanagement, safety/environmental, security requirements, property management, procurement, etc.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience in acquisition disciplines in a Command, Control, Communications, Computer and Intelligence (C4I) environment which includes developing acquisition strategies and performing financial analysis. Evaluate subordinate's work, recommending awards and promotions, approving leave, and mentoring, coaching, and counseling subordinates.
