You will serve as a ADMININSTRATIVE SPECIALIST in the DEPARTMENT OF THE NAVY/SPAWAR SYSTEMS COMMAND of NAVWARSYSCEN PACIFIC SAN DIEGO CA.
Duties
You will serve as a COR and support other division Contracting Officer Representative (COR)s/CSMs with establishing and maintaining files with all required documentation.
You will identify and prevent unethical conduct and instances of fraud, waste or abuse.
You will Monitor and report on various non-technical items (e.g., handle security issues, and DD 254s, attend meetings, monitor contract capacity).
You will Maintain records of authorized and invoiced amounts for quantities, labor hours by labor category, materials, and other costs.
You will Complete Contract Performance Assessment Report System (CPARS) and Informal Contractor Performance Assessments Reports (IPARS) documentation (i.e., inputting the COR assessment into CPARS and IPARS).
you will mentor others regularly ensuring appropriate succession, and lead others to accomplish complex, cross-organizational goals.

- This position is in the Science and Technology Reinvention Laboratory (STRL) Human Resource Management System pay band for Department of Defense laboratories.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- Males born after 12-31-59 must be registered for Selective Service.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
Qualifications
NO-4
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band NO-3 in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Assists with contracting Officer Representative (COR) for intelligence, networks, and/or cybersecurity support contracts; and providing advice, guidance, and recommendations to line managers and stakeholders for making decisions on available contracting authorities and procurement options to meet project requirements.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band NO-4 in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Contracting Officer Representative (COR) for intelligence, networks, and/or cybersecurity support contracts; and providing advice, guidance, and recommendations to line managers and stakeholders for making decisions on available contracting authorities and procurement options to meet project requirements, in addition to mentoring others to reach organizational goals.

Ph.D. or equivalent doctoral degree

3 full years of progressively higher level graduate education leading to such a degree
