The Office of the Chief Information Officer (OCIO) at NASA Headquarters is currently seeking a highly qualified candidate to serve as an Internal Communications Specialist. This position is a critical part of the OCIO Customer Engagement Office, responsible for coordinating across OCIO to improve the effectiveness of communications and outreach products and activities aimed at internal stakeholders.
Duties
Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
Coordinates technical and operational IT communications products across OCIO Centers and Service Lines; ensures integrated and consistent messages are communicated to appropriate users across multiple channels.
Collaborates with the OCIO communications lead and a distributed team of communications specialists in the Service Lines and at the Centers to integrate and improve internal Agency communications efforts.
Develops, writes, and edits communication materials and provides support in defining communications objectives and key measures
Uses writing skills to translate technical information into plain language for customers, uses editorial judgment to strategically develop messages and tailor materials for various audiences.
Develops and implements content strategy for internal digital platforms that aligns with business objectives and customer needs.
Manages real-time communications using multiple channels in situations that require immediate response, such as outages.
Analyzes and identifies current and future communication needs and priorities and provide input into the development and implementation of annual and long-range communications plans for assigned programs.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level:
Planning and executing strategic communications initiatives to support an organization's mission and goals;
Developing newsletters or other communications for a general audience;
Performing communications activities to include communication & outreach plans, messaging, key talking points, annual reports, brochures, and/or web content.
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:
Leading strategic communications initiatives to support an organization's mission and goals;
Leading change management activities related to outreach and engagement;
Leading and executing communications activities to include communication & outreach plans, messaging, key talking points, annual reports, brochures, and/or web content;
Analyzing problems and interrelated issues to develop communications plans;
Supporting the goals and objectives of an administrative program, to include, managing key program events and milestones.
