You will serve as a FINANCIAL MANAGEMENT ANALYST in the Financial Management Community of MILITARY SEALIFT COMMAND.
Duties
You will perform Civilian Payroll Processing functions and Customer Service Representative duties
You will interpret and apply federal regulations relating to Civilian payroll functions, entitlements, responsibilities, etc.
You will analyze payroll reports, identify discrepancies, and perform time and attendance audits
You will enter Tax Withholding, Direct Deposit information, Voluntary Leave Transfer Program (VLTP) donations and time and
attendance in Navy ERP
You will process mortgage eligibility forms, enter restored leave, family medical leave, and annual and sick leave for new hires in financial systems
Requirements
- Must be a US Citizen.
- Must be determined suitable for federal employment.
- Must participate in the direct deposit pay program.

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- Males born after 12-31-59 must be registered for Selective Service.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
For GS - 09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Experience in formulating budget and cost estimates to support plans, programs, and activities, ensuring accurate financial planning and resource allocation.
Experience in reviewing and evaluating budget requests to assess their alignment with program objectives and organizational priorities.
Experience in controlling and reporting obligations and expenditures, maintaining oversight and accountability of financial resources.
For GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
GS-07:
1 full year of graduate level education
or superior academic achievement
GS-09:
Master's or equivalent graduate degree
or
2 full years of progressively higher-level graduate education leading to such a degree
or
LL.B. or J.D., if related
