This position functions as a Program Analyst within the Housing and Urban Development-VA Supportive Housing (HUD-VASH) program at the VA San Diego Healthcare System (VASDHS).
Duties
Major duties include but are not limited to:
Utilizes various databases to develop and monitor data collection systems including
Homeless Operations Management System (HOMES) to analyze data generated by these systems to assess the functioning of the HUD-VASH Program.
Monitor other collection systems such as the San Diego Continuum of Care's Homeless Management Information System (HMIS) to assist with managing the Veteran By-Name-List in HMIS as it relates to the HUD-VASH program.
From collected data, provide recommendations for quality improvement.
Work with the HUD-VASH Coordinator to ensure a consistent level of performance of the HUD-VASH programs and to measure improvements that result from changes in its program administration.
Work collaboratively with leadership to establish staffing plans that include FTEE and
skill mix needed for the HUD-VASH Program based on workload, patient need, staffing guidelines, work area, geography, and existing resources.
Provide guidance to staff regarding these requirements and initiatives.
Participate in supervisor identified national and network conference calls and obtain
useful and pertinent information to facilitate local advancement of the HUD-VASH Program.
Assist in the development and management of HUD-VAHS programs including project-based and contract programs to ensure quality provisions are planned, developed, and implemented to identify, prevent, and correct unsatisfactory conditions and elements which influence the regulatory correctness and responsiveness of transactions and services.
Provide input and technical expertise on the development and revision of HUD-VASH Policies and Procedures.
Work Schedule: Monday-Friday, 7:00 am to 3:30 pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for regular telework of 1-2 days per pay period.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/26/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: serving as an analytical subject matter expert and day-to-day manager for quality assurance and quality improvement programs; implementing a system of monitoring and auditing the program and administrative operations of a program to ensure compliance with regulations and requirements; and analyzing key steps in transactional processes or business practices to identify qualify process improvements (e.g. designing and conducting studies, developing strategies for identifying opportunities to improve customer service and process quality). OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond a master's degree or two full years of progressively higher level graduate education leading to such a degree. Physical Requirements: In this position, the work is sedentary in nature, although some slight physical effort may be required.
