This position is located in International Operations, Mission Operations Division, Resource Management Branch, Procurement Management and Financial Operations.
As a Management and Program Analysts (Budget), you will implement, oversee, and analyze a variety of budgetary and procurement management programs, perform internal controls and audit related activities, and develop and evaluate policies.
Duties
Conducts research and analysis of Federal Appropriations Laws, Federal Acquisition Regulations, OMB Circulars, DHS/USCIS specific policies, and other Department policies pertaining to resource management federal budgetary and financial processes.
Coordinates purchasing activities pertaining to simplified acquisitions, contracts, and agency purchase card program.
Assists in the planning and execution of OMB Circular No. A-123 reviews to evaluate the proper design and effectiveness of internal controls, reliability of financial reporting, and compliance with applicable laws and regulations.
Analyzes processes to identify key controls, and report on internal control findings that cover the conditions discovered, their cause and effect and recommendations for remedial action.
Communicates related analysis and policies orally and in writing to customers, management, and stakeholders to ensure accurate and appropriate protocols are followed and provides clear and accurate information regarding advisement on fiscal issues.
Qualifications
The qualifications for this position must be met by 11:59 PM (Eastern Time) on 11/29/2024.
Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 11/29/2024.
Selective Placement Factor: You must have a current Federal Acquisition Certification for Contracting Officer's Representatives (FAC-COR) Level II or III certificate. You are required to submit proof of valid certification at the time of application. Failure to do so may result in an ineligible rating.
GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
Directs in the preparation, development, and implementation of procurement requirements to address an organization's operating mission.
Demonstrates experience in conducting budgetary, financial and procurement related studies in order to evaluate and develop policies and strategies to achieve program goals and objectives.
Demonstrates experience planning and executing OMB Circular No. A-123 reviews and other assessments to ensure the proper design and effectiveness of internal controls for the objective of reliable financial reporting, effective operation, and compliance.
Assists in the budgetary, financial and procurement related functions related to international, national, and interagency programs, policies, operations, and work processes.
Applies written and oral communication skills in order to plan, develop, and coordinate program initiatives through briefings and presentations to management at all levels.
