About the Position: As senior Manpower Management Analyst, incumbent has program responsibility and authority for the District's Manpower Management Program. Provides authoritative advice to the Commander and senior management on manpower issues impacting District operations. Performs complex analyses to develop allocations and adjusts allocations continually to best support Command goals. Meets personally with Command Staff and senior managers to resolve program issues.
Duties
Perform complex analyses to develop Command manpower resource allocations by division/office
Typical inputs include limited manpower and budgetary guidance, workload projections.
Other typical inputs: Corps of Engineers Manpower Requirement System (CEMRS) data, presidential budget information, program budget guidance (PBG), future program changes, direct observation, CEFMS data, funding documents
Monitor the District's Manpower allocation through detailed unique analyses to ensure allocations
Conduct investigations of all requests for personnel actions affecting manpower utilization
Develop methodology and innovative methods for capturing and reporting manpower utilization
Coordinate formulation of the District's labor portion of the operating budget.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent to acquire a Department of Defense (DoD) Financial Management Certification Level II within 24 months upon entry of position.
